Reconcile tracker state with delivery already present on main c0154dbd7cd8071ac52b891be13f956f7a0f21fd. Before this change, delivered items remained active; after it, 13 are closed.
Each verdict was rechecked against current main, including delivery ancestry and retained source/test files. Open PR bodies and changed .agents/pm files were checked before writes; referenced candidates were excluded. Runtime source is unchanged. History records are append-only.
