Match published history integrity and certify CLI 2026.9.7
Native history records carry the published event classification and immutable integrity seal, now certified against PM CLI 2026.9.7. Align the compatibility constant, workflows and changelog tooling with that version.
just release-check passes: published-CLI differential suites, fmt, clippy, private-item rustdoc, cargo audit and pm-changelog 2026.9.6 consistency. LLVM coverage is lines 1691/1691, functions 159/159, regions 2363/2363 and branches 278/278 (100% each); instantiations are 308/343 (89.80%). This certifies the implemented native subset; full CLI parity and all required exact-head reviews remain open.
