CI and Daily Release still installed pm CLI 2026.9.17 and pm-changelog 2026.9.16. This updates the workflow, local justfile, README command, and Rust compatibility declaration to the published CLI 2026.9.26 and changelog 2026.9.25. The tracked merge-driver marker now uses the current CLI format. The release test asserts these exact pins, and the existing PM_RELEASE_APPROVED and Cargo publication guards remain active.

The first release-gate run caught the old pin in changelog_toolchain_pins_the_sdk_exactly; the test was updated with the toolchain. The final just release-check passed 292 tests, differential behavior against the published CLI, 100% LLVM lines/functions/regions/branches, clippy, rustdoc, Cargo audit, and changelog verification. The published CLI's strict health invocation with --require-merge-drivers passed. Both workflow YAML files parsed, and git diff --check passed.
