Why

The daily Egress audit has been red since 2026-10-18 on the routes below (latest: scheduled run 39382692795, develop ab506339ee). off, loaded_off, connect_off_sign_in_on and positive_stats each report the same 24 dom_never_allowed violations: 6 links on 4 routes.

These links come from the shared layout, not from the new pages:

  • the footer: COMPANY_SITE_LINK, COMPANY_LINK;
  • the theme sidebar's FAQ link (theme-settings.component.html);
  • the "learn more" links of the seeded changelog entries (changelog-entry.component.html).

dom-refs.json shows them on 291 of the 313 walked routes, and the baseline already excuses each one on all 310 routes it records. The four routes above are the only routes in ui-routes.json with no baseline entry, so the walk fails there. No Ever host is looked up or requested in any mode.

The same case and fix as #10858 / #10861 (and #10790, f11ed063cbd):

  • tools/egress-audit/ui-baseline.json: 24 entries, the 4 routes × the 6 links above.
  • .github/workflows/egress-audit.yml: BASELINE_REWALK: 'true' for this change only. This is the documented exception for a change that makes the walk open new routes. The next change sets it back to 'false'. That one-line PR follows as soon as this one merges.

Verified (local, against origin/develop ab506339ee)

  • The route list is in step with the router (314 routes). Every route in it now has baseline entries, so there is no fifth route waiting.
  • check-baseline-rewalk: "ok (24 entries added, each a link the baseline already had)".
  • The plain shrink check lists exactly those 24, which the rewalk exception allows.

A pull request into develop starts no egress run (owner decision 2026-09-21). The audit runs again on the push this merge lands as.
