Why

The Egress audit on the Stage PR #10637 (run 39020716766, develop 5c61160581) failed in off, loaded_off, positive_stats and connect_off_sign_in_on. Each report.json has the same 6 violations, all on one route, /pages/inbox:

These are the shared sidebar/footer links. Each one is already excused on all 309 other routes. #10802 (Inbox UI, G-P3-2) added /pages/inbox to ui-routes.json as a manual entry (the plugin registers it at run time) but added no baseline entries, so the walk now opens a route the baseline has no record of. /pages/inbox is the only route in ui-routes.json (310) that has no baseline entry. The Ever Works pages were baselined in #10790, and #10846/#10848 add no route.

This is not a code bug: packages/plugins/inbox-ui and packages/plugins/integration-ever-works-ui name no Ever host. The links come from the layout around the page. The aup/cookies/privacy lines for /auth/request-password are stale_baseline notes in the report, not violations.

What

The same case and fix as #10790 (and f11ed063cbd / #10643):

  • tools/egress-audit/ui-baseline.json: 6 entries, /pages/inbox × the 6 links above.
  • .github/workflows/egress-audit.yml: BASELINE_REWALK: 'true' for this change only, the documented exception for a change that makes the walk open new routes. The next change sets it back to 'false'. That one-line PR follows as soon as this one merges.

Verified (local, against origin/develop 535102028b)

  • route list in step with the router (310 routes);
  • check-baseline-rewalk: "6 entries added, each a link the baseline already had". The plain shrink check lists exactly those 6, which the rewalk exception allows;
  • static-hostnames 7/7 and its baseline only shrank, mock-clock 4/4, outbound calls 4/4.

A pull request into develop starts no egress run (owner decision 2026-09-21). The audit runs on the push this merge lands as, and again on the Stage PR.
