Backs #57 out of dev so the partial-answer feature can be re-landed with a 16,000-character answer label cap instead of 4,000, before anything ships. Nothing depends on #57 yet: no release was cut from it, v1.18.32-1 is still the latest, and andytown main still pins 1.18.32-1.

Context: #57 re-landed #55 with the adversarial-review fixes, including a label cap set to 4,000 characters by judgment rather than data; Kevin asked for 16,000 so a long pasted custom answer can never be rejected · precedent: #56 reverted #55 the same way · re-land with the raised cap: #59, based on dev directly so it stays open when this merges.

Merge this first, then review #59.
