Revert "feat(question): save partial answers to a multi-step question" (#55)
Backs #55 out of dev so the partial-answer feature can be re-landed with the adversarial-review fixes as one reviewable PR. Nothing shipped with it: release v1.18.32-2 and its tag were deleted before anything pinned them (andytown main still pins 1.18.32-1 in the snapshot Dockerfile and the sandbox upgrader).
Context: adversarial review of #55 (https://github.com/replohq/replopencode/pull/55#pullrequestreview-5298285841) found two WARNING-level gaps (unbounded persisted payload, no logging on the save path) plus contract-description and test-coverage items 路 precedent: #54 reverted #53 the same way 路 re-land with fixes: #57, stacked on this branch; it retargets to dev automatically once this merges.
Merge this first, then review #57.
