What does this PR do?

Removes the windows legs from the unit and e2e matrices in .github/workflows/test.yml, plus the now-dead runner.os conditionals (the HttpApi gate and Playwright deps guards, and the windows filewatcher toggle, pinned to its previous linux value).

This fork doesn't consume windows builds — RELEASING.md explicitly skips the windows targets when cutting releases — so the windows test jobs only add runner cost and flake surface with nothing downstream depending on them. The single-entry matrix is kept intentionally so the check names stay unit (linux) / e2e (linux).

Based on #12 (fork-ci) so the diff shows only this change; when #12 merges, GitHub retargets this PR to dev automatically.

How did you verify your code works?

Workflow-file-only change. Verified the edited YAML parses cleanly and reviewed the diff against the matrix/conditional structure. Note this workflow targets blacksmith runners the fork doesn't have, so it doesn't execute here either way — the effective CI gate is fork-ci.yml (unaffected).
