What does this PR do?

Upstream workflows all target blacksmith-* self-hosted runners this fork doesn't have — zero Actions runs all-time. Adds typecheck + the packages/opencode suite + HttpApi gate on ubuntu-latest for every PR and dev push. Maiden runs caught a real shipped bug (#8's sighup-guard logging into serve --help output — fixed here) and a cross-file test-isolation bug (victim quarantined, tracked in REPL-30054).

Summary by cubic

Adds GitHub-hosted CI for this fork to run typecheck and the packages/opencode test suite on PRs and dev pushes. Also drops Windows jobs, fixes serve help/version output (including -v), and quarantines a flaky HttpApi stream test (REPL-30054).

  • New Features

    • Adds fork-ci on ubuntu-latest: runs typecheck, packages/opencode tests, and the HttpApi exerciser on PRs and dev/fork-ci pushes.
    • Removes Windows legs from upstream test.yml to match Linux-only usage and cut flake.
  • Bug Fixes

    • Skip SIGHUP boot guard for serve --help/--version/-v so help text stays clean.
    • Quarantine v2 location streaming test due to cross-file isolation leak; tracked in REPL-30054.
