#36640 Cloud VM image: pin cmux-tui cbbeec18 (acpmux daemon enroll #36564, receiver policy-read log #36551)

Pins the Cloud VM image's cmux-tui and cmux-tui-hook to cbbeec18, the newest published feat-cmux-next build (manifest from run https://github.com/manaflow-ai/cmux/actions/runs/42051774137). It replaces 0cda6896 (#36467). It carries:

• #36564: acpmux daemon enroll, so a fresh machine's first keyed start enrolls.
• #36551: the Cloud receiver logs whether each policy read grants local admission (admit_until) and how long the read took.
• Already in 0cda6896: #36176 (the receiver listens before its first policy read) and #36271 (cmux cloud ssh on a fresh machine, /home/cmux/work).

The change is bun images/cmux-vm/pin-cmux-tui.ts --commit cbbeec18cb22252d0d269e1890c4cfa575935945 --write; only the two pinned entries change. The PR first pinned 6eabd683, which has #36551 but not #36564.

Next: bake, approve in the cmux-vm Worker's VM_BOOT_IMAGES, bump cmux-platform's CLOUD_VM_API_IMAGE.
