Cloud VM image: pin cmux-tui 0cda6896 (Cloud receiver listens before its first policy read, #36176)

Pins the Cloud VM image's cmux-tui and cmux-tui-hook to 0cda6896, the newest published feat-cmux-next build (manifest from run https://github.com/manaflow-ai/cmux/actions/runs/42011470195; the later commits on feat-cmux-next have no published build yet). It replaces 4171772a (#36285). It carries:

  • #36176: the Cloud receiver listens before its first policy read, waits 20 s for the hello, and reads early on a newer token.
  • #36271 (already in 4171772a): cmux cloud ssh opens a terminal on a fresh machine, and /home/cmux/work exists.

The change is bun images/cmux-vm/pin-cmux-tui.ts --commit 0cda68961cafa20f4b190b9f3236794c4a1ea2ea --write; only the two pinned entries change.

Next: bake, approve in the cmux-vm Worker's VM_BOOT_IMAGES, bump cmux-platform's CLOUD_VM_API_IMAGE.
