#27524 took the Labs gate off the What's New page and the "cmux Updated!" card. The palette's and Help menu's What's New (updates.whatsNew) still refused with "Show Preview Features" while Labs was off (the default). This PR removes that last gate, so the action opens the changelog the same way the card does.

What stays behind Labs: the App Store. Leo, 2026-10-27, on #26138: "remove app store for now".

Changes

  • TopPages/WhatsNewPage.swift: open no longer requires labs.previewFeatures.
  • Handlers/SettingsHandlers.swift: updates.whatsNew drops its Labs unavailable reason, and drops out of the Labs settingOffReason. That reason now covers only appStore.show and appStore.showInstalled.
  • Test: LaunchPolishVisibilityTests.whatsNewActionIsAvailableWithLabsOff. With Labs off, updates.whatsNew has no unavailable reason and the App Store still has one.

No capture: this is a menu or palette entry going from disabled to enabled, with no new UI. The page it opens is the existing What's New tab (#27524). The Help menu item also stops being hidden.
