HOLD: superseded by a fix-forward; the revert's own review (https://github.com/manaflow-ai/cmux/pull/28714#issuecomment-6537408308) shows the pre-#28214 workflow requires a v1 key that current revisions lack, so reverting would break tree-preflight.

Reverts #28214 (squash b1e7d7db13e23e1f30a306cce8556e8564517c2c).

#28214 landed at head 94dd2977 while an independent review at that same head said BLOCK with a blocking P1 (receipt: https://github.com/manaflow-ai/cmux/pull/28214#issuecomment-6537167606, posted 2026-10-31 01:28Z):

Changing v2 also changes historical keys, but resolve_newest_published_tree() still checks only v2. Existing publications containing cmux-tui/docs become invisible to this resolver. When the new canonical publication is unavailable, nightly builds lose their previously working fallback and can fail despite valid published artifacts. (scripts/ci/cmux_tui_tree_key.py:66)

The BLOCK was posted minutes before the merge and the lander missed it. A blocking finding at the landed head means the change should not be on base, so this restores the previous tree-key, pin and publish behavior. A later version of #28214 that adds the compatibility-key lookup to the history resolver can land again after review.

The revert is clean (base tip was b1e7d7db). It touches only CI scripts, their tests and .github/workflows/cmux-tui-artifacts.yml, so no Swift or webview changes.

risk: normal (restores the code that was on base before #28214).
