ci(next): name the familiar-intent warning (advisory)
The familiar-intent workflow says it is advisory ("it never fails a check or requests changes"), but its name didn't say so. Landing tools key on the (advisory) suffix (a check or workflow whose name ends in (advisory) reports and gates nothing). So on 2026-10-26, while its GitHub API steps hit the installation rate limit (before #25295), its red Familiar intent review warning / warn held 29 reviewed PRs as "its own red" for up to 17 hours.
This renames the workflow to Familiar intent review warning (advisory). Nothing requires the check by name: the feat-cmux-next rulesets list no required status checks, and nothing else in the repo uses the name.
The repo's pre-commit hook also registered tests/test_nightly_delivery_concurrency.py in tests/test-execution.toml; that file was on the base and unregistered.
Risk: low. One workflow name, plus a test registration.
