ci(next): the familiar-intent warning's GitHub API steps never fail its advisory check
Summary
Familiar intent review warning / warn failed 27 of its last 30 runs on 2026-10-26. The cause was "API rate limit exceeded for installation" in its GitHub API steps. The workflow says it is advisory and "never fails a check", but next-autoland reads the red as the PR's own (its own red: Familiar intent review warning / warn) and holds every reviewed PR that has it: #22621, #23085, #23826, #24735 and #23902 in the 02:55Z pass.
- The two API steps ("Read the pull-request patch" and "Warn CodeRabbit and cubic reviewers") continue on error.
- The detector runs only when the patch was read, and the comment step only when the detector ran.
- A crash in the detector, which is this repository's code, is still a red.
The workflow runs from the base copy (pull_request_target), so this takes effect for every PR once it is on feat-cmux-next.
Risk: it touches only this one advisory workflow and its test. No trigger, permission or runner change.

Testing
python3 tests/test_intent_familiar_warning.py:
- Base (the test commit with the current workflow): FAIL,
'continue-on-error: true' not found in "name: Read the pull-request patch ...". - Head: 5 tests OK.
actionlint .github/workflows/intent-familiar-review.yml passes, and so does scripts/cmux-next/prepush-gate.py.
Observed / Not run
- Observed: the two failing runs' annotations, on #24735 (job 121376364539) and #23085 (job 121373713612):
HttpError: API rate limit exceeded for installation. The test is red on the base workflow and green on the head. actionlint is clean. - Not run: a live run of the changed workflow. It runs from the base copy, so only merged runs exercise it.
