Leo: “remove the visible line/outline/separate panel edge around the chat top-right bar”

The chat’s top-right controls share the chat glass without a separate decorative native pane frame. The frame and extra inner rounded clip no longer draw over page menus. Tab changes keep the outgoing content’s frame and header geometry until the incoming page paints. Regular pane framing restores for other content; floating cards keep their outer silhouette. Notification attention marks and inactive dim remain available.

Matched Claude’s apps/claude/live/code-home-overview.png and model-more-submenu.png: quiet canvas controls with menus above them. Session-info placement remains in its own PR.
