Cloud connections could retain a missing or outdated VM address. They now refresh the current owned mesh member before connecting and discard replies from a deleted or changed machine.
Hosted backend and Worker checks pass, including 1,032 API, 778 Worker and 119 ledger/store cases; generated clients pass. Deploy the VM API read endpoint before the backend. Builds on #22384.
