#22384 Retire owner sockets when install authority changes

Grant or account changes left existing owner connections using old authority. Committed changes now wake registered owners to close stale connections while preserving freshly verified ones. Frames wait for registration to confirm current authority.

Hosted checks pass 473 tests, including all twenty new cases. The baseline reproduces four failures. Live verification remains pending. Builds on #22383.
