webviews: clear base react-apps-check reds (summary layer token, formatting)
react-apps-check is red on every PR to feat-cmux-next because check-layers fails:

d77476fd8129 (subagent panes, summary card) gave .acpmux-summary-card a raw z-index:3. The card floats over the transcript and its minimap in the pane's stage. It now takes var(--layer-sticky), the token Jump to latest uses in the same stage. That keeps it above the transcript and minimap, and the two don't overlap (the card is top right, the button bottom center).
Formatting is also red on base: vp fmt reformats App.tsx, modelPickerLayout.ts, subagents.gallery.ts, SubagentStatusList.tsx and cardState.ts. This PR formats them (formatting only). It overlaps #20464 and #20470, which format modelPickerLayout.ts alone.
Testing
python3 scripts/cmux-next/check-layers.pypasses (it fails on base).vp fmt --checkpasses on all 1398 webviews files.- No visible change: the card already sat above the transcript.
