Feat(ui): a sidebar with quick search, branding from a ConfigMap, and status badges (10/21)

Targets main but builds on #961, so the earlier stack commits show here too: review the last commit only. Merge after #961.

Description of your changes

  • Sidebar in place of the top bar, with sections and Cmd+K quick search (recent first).
  • Branding: logo, colours, browser title and icon, and terminology come from the velaux-configuration ConfigMap in vela-system. Without it nothing changes.
  • Shared status badge, tables and cards, with health, workflow and components on the application list.

I have:

  • Read and followed KubeVela's contribution process.
  • Related Docs updated properly. In a new feature or configuration option, an update to the documentation is necessary.
  • Run yarn lint to ensure the frontend changes are ready for review.
  • Run make reviewableto ensure the server changes are ready for review.
  • Added backport release-x.y labels to auto-backport this PR if necessary.

Special notes for your reviewer

  • The sidebar keeps a few "coming soon" entries (Provisioning, Operations) on purpose, to show where things are heading. Easy to drop if preferred.
