One line. #10790 set BASELINE_REWALK: 'true' for the single change that baselined the 6 shared sidebar/footer links on the 4 routes the browser walk newly opens (24 entries, the same case as f11ed063cbd / #10643). The workflow's own comment says the next change sets it back to 'false'; this is that change.

With it back to 'false', any later addition to ui-baseline.json fails the plain shrink check again, as intended.
