v0.63.0 notes: fold fragments merged after the notes PR
Folds the 12 release-note fragments merged since the v0.63.0 notes landed (#1066). Seven user-facing lines are added: bash_watch each_line (#751), live foreground output (#1052), the idle-rebind database fix (#1084), restart previews, changed-file diff timeouts, the views-off building status and SQLite schema hints. Worker gh refusal texts, folder-grant settlement, the cancelled-call notice and dormant agent-secret placeholders are left out as internal to CortexKit, as in the original notes review.
