Release notes and what's-new dialog for v0.63.0
Folds the 209 fragments in .alfonso/release-notes/next/ (inventory: 330 first-parent merges in v0.62.0..0ae448f03f) plus #737's return_paths note into .alfonso/release-notes/v0.63.0.md, and empties next/.
Sets ANNOUNCEMENT_VERSION = "0.63.0" and new ANNOUNCEMENT_FEATURES in both plugins. Pi's ANNOUNCEMENT_VERSION had become PLUGIN_VERSION (77cb480890), which re-shows the dialog on every patch release and fails release.sh's version check; it is the release literal again.
