Problem

Maintainer rule stated 2026-10-20 while bootstrapping combsmith/worldchest: frameworks are always vendored, never installed per repo, and agents must not prompt for it. combsmith/repo-template#259 (merged) removed the BMAD prompt and the npx step from the template's BOOTSTRAP.md, but the org AGENTS.md still said "Install BMAD in every new repo: npx bmad-method install" and "Keep BMAD up to date: npx bmad-method install", and agent-standards.md spoke of repos "with BMAD Method installed". Every downstream agent reading the canonical AGENTS.md was being told to do the thing the maintainer forbids.

Risk

Low — prose in two Markdown files; no workflow, script or schema touched. grep -rn 'npx bmad-method' finds no other occurrence in the repo; the only other bmad-method hits are compliance-audit ecosystem names, anchors to CI Standards §8, and the initiative taxonomy, all unrelated to installation.

  • npx markdownlint-cli2@0.18.1 AGENTS.md standards/agent-standards.md → 0 errors (repo .markdownlint-cli2.yaml).
  • bash scripts/agents-md-lint.sh AGENTS.md (bash 5, the CI self-check) → exit 0, no findings; the new ../AGENTS.md#bmad-method--spec-driven-development anchor resolves to the existing H2.
  • bats tests/agents_md_lint.bats test/scripts/compliance-audit/feature-ideation-placeholder-context.bats → 32/37; the 5 failures (grep -P on BSD grep) fail identically on main and do not read AGENTS.md.
  • No bats test asserts on the Setup bullets (grepped test/ and tests/ for Setup, bmad-method, npx bmad).

Rollback

Revert this PR. No side effects.
