Bump SDK version to 0.27.1
Patch release for #1028: pixel dimensions within 1e-6 of an integer read as that integer in Go, Kotlin and Rust. This fixes Sentry BC-MCP-K/M in the hosted MCP server.
Made with make bump VERSION=0.27.1. It touches the same 19 files as #1022. In typescript/package-lock.json and conformance/runner/typescript/package-lock.json, only the version lines changed: local npm 11.19.1 also stripped the libc fields, and I reverted that churn.
Since v0.27.0, main has dependency, CI and test changes, plus #1028. There are no MIGRATING notes.
