Bump SDK version to 0.27.0
Version bump for the v0.27.0 release (make bump VERSION=0.27.0: 11 version files, 8 lockfiles).
v0.27.0 carries #1019 (the Embeds service: CreateEmbed and GetEmbed in all seven SDKs, with string path parameters percent-encoded in Ruby, Python, Kotlin and Swift and route captures decoded in Go and Rust), #1021 (distrusting the compromised emSign intermediates: Go 1.26.10, rustls-webpki, webpki-root-certs and certifi) and #1018 (the GitHub Release job polls with one request per wait).
#1019 carries the breaking label only because API Compatibility counts methods added to the generated ClientInterface, as #1015 and #1016 did in v0.26.0. Nothing in it breaks a consumer, so MIGRATING.md gets no v0.27.0 section.
npm install with the local npm (11.19.1) dropped the libc fields from typescript/package-lock.json, so that file carries only its two SDK version lines, set by hand; npm ci --dry-run accepts it.
