chore(deps): reference conformance-kit as a development dependency
Summary
First step of the concurrency conformance work (zoolutions/phlex-reactive#363): reference the released conformance-kit gem as a development dependency.
Adds conformance-kit (~> 0.1, from RubyGems, require: false) next to the test framework in the Gemfile, and require "conformance_kit/rspec" in spec/spec_helper.rb, which registers the four shared examples (thread-safe under contention, fiber-safe under an Async reactor, a boot-finalized configuration, runs inside a non-main Ractor). Nothing uses them yet; no runtime dependency changes.
The rest of #91 (inheriting config/rubocop.yml, the shared examples, conformance-audit, the reusable workflows) follows in its own PRs. The issue text says github: "zoolutions/conformance-kit"; 0.1.0 is on RubyGems now, so this uses the version.
