Backports #100102 to releases/lts/active.

Fixes #100906

The cherry-pick applied cleanly.

Verification

  • pnpm --filter=next types
  • get-script-nonce-from-header.test.ts unit test
  • Not run locally: the new ppr-shared-runtime-csp-nonce e2e suite (this checkout's node_modules is installed for canary, and LTS needs a full reinstall). CI runs it.
