Removes the Codex PR review from CI.

Deleted:

  • .github/workflows/codex-review-post.yml
  • .github/workflows/codex-review.yml

It isn't a required status check on main, so merging is unaffected. The OPENAI_API_KEY repo secret can be deleted separately if nothing else uses it.
