Tracker close-out for pm-jira-sdwp after #130 merged (28f312b), which fixes #128.

Evidence recorded on the item: Merged in #130 (28f312b). The local reader now uses the public SDK listAllComplete + certifyCompleteListResult and refuses missing, partial, malformed, compacted or uncertified answers before any write. Orchestrator verification: reader-only behavioural revert fails 7 of 60 complete-read tests (>10,000 export, atomic, corrupt and uninitialized trackers); npm+Bun release:check at exact 100/100/100/100 (254 tests); CodeRabbit full review: no findings.

This PR changes tracker records and the regenerated CHANGELOG only. It has no code changes.
