  • Upload: use provided versionId or pick the latest draft; return 400 if none. Store with versioned S3 keys (v{version}-timestamp-filename). Update policyVersion.pdfUrl and mirror to policy.pdfUrl/displayFormat=PDF in a transaction. Delete the old object if replaced.
  • Delete: same version selection and checks; disallow published/pending. Delete the S3 object and clear policyVersion.pdfUrl plus policy.pdfUrl, setting displayFormat=EDITOR.
  • API docs: clearer @ApiOperation, @ApiBody, and @ApiQuery descriptions for versionId, defaults, and error cases.
