build(deps): upgrade gRPC to 1.83.0 and libp2p to 2.2.9

What does this PR do?
Upgrades two dependencies and de-duplicates the gRPC version declaration:
- gRPC
1.81.0->1.83.0. - libp2p
2.2.8->2.2.9.
Why are these changes required?
Routine dependency maintenance: keep gRPC and libp2p current with their upstream releases.
This PR has been tested by:
- Unit Tests
- Manual Testing
Existing unit and integration tests pass; ./gradlew build succeeds locally and Gradle dependency verification passes against the refreshed verification-metadata.xml.
