Advances 14 active plugins in manifest.json to their latest upstream tags (from watch issues in numan-registry #104-#121): fdncred strutils/regex/emoji v0.25.0, query_git/parquet v0.26.0, json_path v0.26.1, file v0.28.0; FMotalleb desktop_notifications/image/port_extension v0.116.0; prometheus v0.13.0; skim v0.31.0; bson 26.1160.0; highlight 1.4.17+0.115.1. verified_with reset pending rebuild+proof; FMotalleb/Kissaki/highlight carry new nu_version bands encoded in their tags. validate_manifest passes (33 active). Merging triggers the build lane; registry intake + lifecycle proof follow per plugin.
