Ask CI regressions to rework the series

A triage sweep answered a failing CI run with a reminder to fix the regressions, and a merge conflict with a bare rebase request. Both now post the same Request changes text from rebase.md, which asks for a rebase onto the default branch, a /codetrial-review pass (or $codetrial-review in Codex), and a minimal, squashed commit series that follows the commit rules. hygiene.sh reads that file for its ci_regression item, and pr-sweep.sh treats the earlier rebase wordings and the old "MUST resolve any regressions" reminder as copies of the request, so they are hidden as outdated once the new one stands.

Verified with python3 -m unittest tests.test_skill_scripts (184 pass, two of them new: a CI regression gets the rebase.md text, and the old wordings are hidden), scripts/check-skill-refs.py, shellcheck and ruff. A live sweep against GitHub was not run. A hygiene review that bundles the CI item with other items is not pure rebase.md text, so its earlier copies are not hidden.

Summary by cubic

CI regressions and merge conflicts now post the same Request changes text from rebase.md, which asks for a rebase, a /codetrial-review pass, and a squashed commit series.

  • Replaces the old "MUST resolve any regressions" reminder for CI failures with the rebase.md text.
  • Treats the earlier rebase wordings and the old CI reminder as copies of the request, so they are hidden once the new wording stands.
  • Adds two unit tests covering the new CI request text and hiding of old wording.
