feat(mobile): point an offline host at Remote Access setup
What & why
On mobile, a host that never had Remote Access turned on looks the same as one that dropped offline. A first-time user sees "offline" with nothing to do about it.
The offline view now adds a short hint and a "Set up remote access" link to https://docs.superset.sh/remote-access. "Switch host" is unchanged. The link uses the existing openUrl helper and COMPANY.DOCS_URL, like the connect-host and hosts-settings screens. Both new strings are translated in all 16 non-English locales.
How I tested it
iPhone 17 Pro simulator, iOS 26.5, local Debug build from this branch. The component was mounted through a temporary, uncommitted preview route, so the signed-in Home header is absent and the host name is a placeholder. The link was not tapped.
bun run check:i18n: passbun run lintinapps/mobile: passbunx turbo run typecheck --filter=@superset/mobile: 11 errors, all inpackages/port-scannerandpackages/workspace-fs. The same 11 appear with this change reverted.
