#7304 docs(recipe): Needs attention is the authoritative human-page signal

Adds docs/attention-authoritative-needs-attention.md.

Operators still invent parallel "needs human" language or second status detectors while the board already has Needs attention. This recipe locks the hire-line rule: page humans for Needs attention; do not invent NeedsHuman or a second agentStatus SoT. Matters for overnight honesty work staying on attested nouns.

How I tested it

• Docs-only diff vs upstream main (single file)
• Cut from upstream/main (no fork-main drift)
• Stay DRAFT — no undraft without CoS→Owen
