Bump reflex-base floor to 0.9.12 for image cell support

Description
Raises the minimum required version of reflex-base from 0.9.0 to 0.9.12 in the reflex-components-dataeditor package.
Why: The data editor component supports image cells (type="image"), which are rendered using the data editor cell helper shipped by reflex-base. This cell helper only learned to handle the image kind in version 0.9.12. The previous floor version (0.9.0) allowed resolvers to pair this package with an older reflex-base that would silently fail to render image columns.
This change ensures that users cannot accidentally install an incompatible combination of packages that would result in broken image cell rendering.
