Repoint the recoup-platform-api-access skill's hardcoded API base URL from https://api.recoupable.com → https://api.recoupable.dev (4 occurrences in skills/recoup-platform-api-access/SKILL.md).

Why

api.recoupable.com was retired in the .com→.dev migration (chat#1819) and is NXDOMAIN today. Any agent that loads this skill is directed to a dead host. This is the gating dependency for the task-email fix tracked in chat#1822 — installing the skill into headless runs only helps if the skill points at a live host.

Scope is deliberately limited to the API base. The docs URL (developers.recoupable.com) is left as-is because the docs subdomain hasn't been migrated yet (open item in chat#1819).

Verification

  • api.recoupable.dev resolves and serves the API (/api/artists/<id>/socials → JSON), vs api.recoupable.com → NXDOMAIN. Verified live 2026-06-29.
  • All 5 repo validation gates pass (portability_lint, check_vendored, validate_manifests, check_resolvable, run_resolver_eval — all exit 0).
  • developers.recoupable.com refs intentionally unchanged.
