Pricing lever on POST /api/songs/analyze for recoupable/app#2061: the base price per model call moves from $0.01 to $0.05; the $0.001166 per-second rate is unchanged. Leads the api change (merge order docs → api).

Why: on 2026-09-06 Modal billed $4.07 for 55 analyze calls we charged $1.54 for. Modal bills container lifetime (a ~26 s start plus the scale-down tail per container), which a per-second inference price cannot see; the base fee is what covers it. Paired with the api PR's scaledown_window 300 → 60 s, today's traffic would have charged $4.01 against $1.62 of Modal cost.
