Allow company assessments in Context snapshots

Allow company_onboarding assessments in the existing immutable Context brief store. The forward migration extends only the table/function purpose allowlists and preserves exact evidence/manifest validation, ownership, replay/history and withdrawal behavior. No new table or changes to applied migrations.

Validation: assessment fixture fails with Invalid compiled brief before migration and passes after it. Three transaction tests pass on each disposable PostgreSQL 15 and 17, including existing brief compatibility and assessment save/read/replay/source withdrawal. CI adds the assessment suite to the existing PostgreSQL 15/16 workflow. No production migration or business-row operation.
