Updates platform defaults and the agent nudge to the renamed Recoup skills so sandboxes install the right tools and the agent uses them (including sending email). Fixes “no tool available” after the recoupable/skills rename.

  • Replace legacy recoup-api/artist-workspace with current slugs in DEFAULT_GLOBAL_SKILL_REFS: recoup-platform-api-access, recoup-platform-build-workspace, recoup-roster-add-artist, recoup-roster-list-artists, recoup-roster-manage-artist.
  • Update the always-on prompt to reference those slugs and to route email tasks to recoup-platform-api-access (covers POST /api/emails).
  • Tests assert new slugs are included and legacy names are excluded.
