docs: reconcile artist-list query comments
The artist-list implementation and public reference already use authenticated account context, optional account_id / org_id, and personal artists when org_id is omitted. Its route, handler, validator and builder comments still describe retired parameter names/defaults or key-class restrictions. Reconcile those four JSDoc blocks with the current parser and existing account-access check; record the bounded source comparison with API #217 under Mono #358.
This branch is refreshed onto actual API #1081 merge 3304f05653d4d72c3e7eaa79274b50cf17c216b0. Its five-file patch is byte-identical to the previously accepted correction. Required local lint and whitespace checks pass; removing JSDoc leaves all four executable files unchanged. Both independent reviews report zero findings on exact head d05f9aea18d5a006c4cbbee0ba8c748d2917a3b5; fresh current-head CI and preview checks pass, with zero unresolved review threads and MERGEABLE/CLEAN state. No new runtime test is needed for comments.
Original #217 stays open; its hosted/CLI test plan and wider retired-PR disposition remain separate. No runtime, schema, permission or public input changes. Coordinator owns acceptance and merge; refresh the base if main changes before release.
