#569 chore(deps): weekly batch — rust-toolchain

Weekly batch for the rust-toolchain group: Rust 1.97 -> 1.99. Replaces the Renovate PR listed under "Supersedes". Batch config: #568.

Updates

• rust-toolchain.toml: channel 1.97 -> 1.99
• toolchain input 1.97 -> 1.99 in .github/workflows/ci.yml (4 jobs), control-plane.yml, release-runner.yml (2 jobs), supply-chain.yml

Notes

• Not changed (not in the plan, and #547 does not change them either): the rustup-1.97-* cache keys in ci.yml. They still name 1.97, so the 1.99 jobs restore and save under a 1.97 key. Bump them with the toolchain if the cache should track 1.99.
• Not changed: rust-version = "1.97" under [workspace.package] in Cargo.toml.

Verification

cargo check --workspace --all-targets --locked: passed locally (rustc 1.99, 15m43s; warnings only).
