#11105 chore: refresh the OpsMill skills from opsmill-skills

Brings the installed OpsMill skills up to date with opsmill-skills main.

• Replaces 7 skills installed under their old unprefixed names (commit, creating-issues, creating-prd, grilling-ideas, monitoring-pull-requests, pr, rebase) with the current opsmill-dev-* skills. Slash commands change accordingly, for example /commit becomes /opsmill-dev-commit. No file in this repo refers to the old names.
• Updates the installed bug-fixing skills, and adds opsmill-dev-judging-changes and opsmill-dev-verifying-changes, which the updated skills refer to.
• Repo-owned skills (audit-docs, creating-changelog-entries, harvesting-review, analyzing-ci-flakiness, neo4j-cypher-guide, migrate-feature-page) are unchanged in this commit. The follow-up commit removes migrate-feature-page, which opsmill-dev-writing-infrahub-docs replaces, and updates the reference to it in docs/AGENTS.md.

Follow-up commit on this PR

The OpsMill documentation and release skills are moving into the opsmill-dev plugin (opsmill/opsmill-skills#129). Once that PR is on main, I will add opsmill-dev-writing-infrahub-docs, opsmill-dev-writing-release-notes, opsmill-dev-auditing-voice and opsmill-dev-cutting-releases to this PR. Keep it as a draft until then.
