Summary

Brings the installed OpsMill skills up to date with opsmill-skills main.

  • Removes quality-gates. That skill no longer exists upstream; it was replaced by opsmill-dev-judging-changes and opsmill-dev-verifying-changes, which this PR adds.

The OpsMill documentation and release skills are moving into the opsmill-dev plugin (opsmill/opsmill-skills#129). Once that PR is on main, I will add opsmill-dev-writing-infrahub-docs, opsmill-dev-writing-release-notes, opsmill-dev-auditing-voice and opsmill-dev-cutting-releases to this PR. Keep it as a draft until then.
