fix(web): call OpenAPI plugins plugins, not actions, in the Plugins flow
Description
Part 1 of the ENG-4416 stack. The OpenAPI flow lives on the Plugins page but said "Add Action". The create/edit modal titles, submit button, toasts, auth-modal copy and the Plugins "Add" menu now say "OpenAPI plugin" / "Add Plugin". All 9 locales are updated.
| Before | After (desktop) | After (mobile) |

Summary by cubic
Fixes the OpenAPI flow wording on the Plugins page, which previously said "Add Action" despite living under Plugins. All user-facing copy — modal titles, submit button, toasts, auth-modal text, tooltips, and the Plugins "Add" menu — now says "OpenAPI plugin" / "Add Plugin", across all 9 locales. Tests and the e2e helper were updated to match.
