Intake

Adds kaathewisegit/nugins (nu_plugin_endecode) to manifest.json active[] as a commit-snapshot entry (trunk 2fe5276c69cf, nu-plugin 0.114.1). Upstream has no 0.114 tag (latest v0.113.1); same precedent as Euphrasiologist/nu_plugin_plot.

Backlog: ELIGIBLE -> INTAKE_PENDING.
