Stacked on #29 (Apple silicon only), so the button note under the CTA is right. Merge #29 first, and this PR's base moves to main.

HOLD: merge gate (maintainer, 2026-10-29). Arc import, the 7-day Undo, and the command bar aren't in main yet. Merge only after Data's Arc importer and Undo are in main, or after the claims that still aren't real are cut. Command bar, Clear, and sign-ins are each one entry in extras. The core import claims would need a rewrite if the importer misses launch. The Site lead re-checks the page against main right before launch day.

Problem. Plan M5 needs a "Moving from Arc" page for the Arc-refugee launch.

Change.

  • New /arc page (site/src/pages/arc.astro), in the privacy page's layout. It covers three steps, what comes over, what doesn't yet, what feels the same, what's different, and "your Arc data stays on your Mac".
  • Linked from the footer, not the nav.
  • Facts come only from plan 04 M1 and the master plan: spaces with names and emoji, pinned tabs and folders flattened one level, favorites from Top Apps, themes close but not exact, open tabs unloaded, profiles become profiles, zero network requests, rerun adds nothing, Undo for 7 days. Live folders, Boosts, Easels, and Notes aren't imported.
  • No speed claims and no Arc shutdown date. The page only says Arc isn't getting new features.

Cuttable after day 13. Sign-ins, Clear, and the command bar are each one entry in const extras at the top. Deleting an entry removes its block. With signins gone, "Sign-ins stay behind, so you'll sign in to sites again" appears instead. Ship confirms the final list.

Verified. astro build passes with all extras on and all off. Headless Chromium shots at 1440 and 390 px, light and dark, plus the all-off version, attached.

Net-diff hunks: 0 (no patches touched).

[!NOTE]
Low Risk
Static Astro content and a footer link only; the main operational risk is shipping copy that promises Arc import or optional features before they land on main.

Overview
Adds a new /arc marketing page for Arc users switching to rac, using the same Base layout and sticky prose-rac column pattern as the privacy page.

The page walks through download → open → import, then documents what the Arc importer brings over, what is excluded, familiar shortcuts, and differences, plus a local-only privacy note and a DownloadButton CTA. Optional launch copy for sign-ins, Clear, and the ⌘T command bar is controlled by a top-level extras array and has() conditionals so entries can be removed without touching the rest of the page.

The site footer gains a Moving from Arc link to /arc; primary nav is unchanged.

Summary by cubic

Adds a "Moving from Arc" page at /arc for the Arc-refugee launch, covering the three import steps, what comes over, what doesn't yet, what feels the same, what's different, and that Arc data never leaves the Mac. The page is linked from the footer, not the nav.

This PR is stacked on #29 — merge that first; the base then moves to main.

Facts come only from plan 04 M1 and the master plan, with no speed claims and no Arc shutdown date. Sign-ins, Clear, and the command bar are each one entry in an extras list at the top of arc.astro, so deleting an entry drops its block until Ship confirms the final list. astro build passes with extras all on and all off.
