Preview deployments currently run after CI for every pull request. This skips the deployment and approval prompt unless the PR changes files under apps/web/. Closing a PR still runs the existing preview cleanup.
Validation: bun run check, bun run test, and bun run typecheck.

Skips documentation preview deployments for pull requests that don't change files under apps/web/, including renames where the original file lives under apps/web/. Currently every PR triggers a preview and an approval prompt; now only docs-related changes will. Closing a PR still cleans up its preview.
