Enable Escape key dismissal for PerfView help

The PerfView Help window could not be dismissed with the keyboard when focus was inside its WebView2 content.
Summary
- Close the Help window with unmodified
Esc - Handle focus in both WPF controls and WebView2 content
- Add regression coverage for both input paths
